Les chercheurs viennent d’identifier un mécanisme complètement différent, impliquant d’autres molécules. Une nouvelle forme de dépression, cette découverte  pourrait conduire à de nouveaux traitements pour la guérison.

La dépression, touche plus de 300 millions de personnes, et elle est l’une des premières causes de mortalité dans le monde (par ses effets collatéraux ou comorbidités). Heureusement, il existe des traitements pharmacologiques efficaces… mais seulement dans 70% des cas. Pour cause, 90 % de ces traitements reposent sur une seule hypothèse suggérant l’existence d’un déficit dans le cerveau de molécules bien particulières d’après une publication parue la semaine dernière dan le magazine scientifique « science et vie ».

Les traitements jusqu’alors sont  à base d’«inhibiteurs de la recapture de la sérotonine ou la noradrénaline«, nommés ISRS, qui permettent d’assurer une bonne absorption de ces neuromédiateurs par les neurones. Mais voilà. Les chercheurs ont repéré un circuit totalement différent qui semble également être responsable de troubles dépressifs .C’est le déficit d’une protéine, la RGS8, agissant au niveau des synapses. Produite par des neurones de la région de l’hippocampe notamment, selon les chercheurs cette protéine se diffuserait et bloquerait l’absorption par d’autres neurones d’une hormone liée à des troubles dépressifs , la MCH1.

En résumé, moins il y a de RGS8, plus les neurones absorbent le MCH1 et plus les symptômes dépressifs s’expriment..

Par ailleurs, les chercheurs  dans leurs expériences  pratiquées sur des souris, ils ont constatés qu’une sur-concentration de RGS8 chez ces cobayes insensibles aux ISRS diminuait également les symptômes dépressifs, ce qui signifierait que les deux mécanismes sont indépendants.

Si le résultat est confirmé et s’il est transposable aux humains, la protéine RGS8 constituerait une nouvelle piste contre les dépressions insensibles aux traitements classiques.

Contenudinars de monnaie au 31 mars 2018 dans le cadre du financement non conventionnel, communémentconnu sous la dénomination de – planche à billets -, selon les chiffres publiés parl’institution monétaire sur la situation mensuelle.

Les 3.585 milliards de dinars, représentant environ 30.5 milliards de dollars américains,ont été créés sous forme de titres émis ou garantis par l’État algérien conformément à l’article 45 bis de l’ordonnance numéro 03-11 du 26 août 2003 relative à la monnaie et au crédit complétée par la loi numéro 17-10 du 11 octobre 2017. L’article stipule que « la Banque d’Algérie procède à titre exceptionnel et durant une période de cinq années, à l’achat directement auprès du Trésor, de titres émis par celui ci »à l’effet de participer à « la couverture des besoins de financement du Trésor, au financement de la dette publique interne, ainsi qu’au financement du Fonds national d’investissement ».

Le ministre des Finances, Abderrahmane Raouya, chiffrait le 22 octobre 2017 les besoins du Trésor public en matière de financement à570 milliards de dinars en 2017, à 1815 milliards en 2018 et à 580 milliards en 2019. 2185 milliards de dinars avaient été créés au 30 novembre 2017. « Ils ont chargé la barque, mais l’argent n’est pas injecté dans l’économie », explique un économiste interrogé par TSA. « L’argent est encore dans le compte courant du Trésor. Ce dernier puise de cet argent sans demander l’autorisation de la Banque d’Algérie », averti t il cependant.

« Le Trésor a besoin de puiser 100 milliards par mois. Il peut donc tenir douze mois sans relancer la planche à billets »,affirme le spécialiste. « Les besoins pourraient néanmoins être plus élevés si les dépenses dérapent ou si le prix du baril diminue », analyse-t-il. « Il faut aussi redonner de l’argent au FNI ou à Sonatrach ou aux banques qui ont des créances sur les entreprises publiques comme Sonelgaz », estime-t-il par ailleurs.Le 26 septembre 2017, le vice-gouverneur de la Banque d’Algérie, Saïd Maherzi, a affirmé que le financement non conventionnel ne devrait pas se répercuter par une explosion de l’inflation. Ce « qui serait inquiétant n’est pas le principe de recourir à ce financement mais le fait d’y recourir de manière abusive et démesurée », avait-il affirmé.

Egy a magyar rendőrség által körözött szír állampolgárságú embercsempészt fogtak el a görög hatóságok Athénban – közölte az Országos Rendőr-főkapitányság hétfőn a rendőrség honlapján.

A férfit azzal gyanúsítják, hogy segítette egy olyan embercsempész-hálózat tevékenységét, amely Magyarországról 48 alkalommal juttatott migránsokat Nyugat-Európába – tartalmazza a közlemény. Az álnevet használó szír állampolgár kiadatása a vele szemben indult görögországi büntetőeljárások lefolytatását követően történhet meg.

A tájékoztatás szerint a Nemzeti Nyomozó Iroda (NNI) büntetőeljárást folytat üzletszerűen, bűnszervezetben elkövetett embercsempészés szervezésének és irányításának megalapozott gyanúja miatt egy iraki állampolgár és magyar társai ellen. A bűnszervezet vezetőjét azzal gyanúsítják, hogy 2015-ben és 2016-ban szervezőként legalább 48 alkalommal nyújtott segítséget ahhoz, hogy a magyar befogadóállomásokon elhelyezett illegális migránsokat magyar taxisok egy budapesti hotelbe, majd onnan főként marokkói, egyiptomi és iraki származású sofőrök Ausztrián és Szlovákián keresztül Nyugat-Európába szállítsák.

A nyomozás során felvetődött, hogy a bűnszervezetben aktív szerepet töltött be egy szír férfi, aki egy konkrét szállítás megszervezésével nyújtott segítséget a bandának. A szír gyanúsított Magyarországot elhagyta, ezért az NNI európai és nemzetközi elfogatóparancsot bocsátott ki ellene.

Miután felmerült, hogy a körözött férfi Görögországban tartózkodik, a magyar nyomozók az Europol Embercsempészés Elleni Központjának támogatásával felvették a kapcsolatot a görög rendőrséggel. Mindennek eredményeként a görög rendőrök június 12-én Athénban elfogták a férfit, akinél hamis személyi igazolványokat, útleveleket, vízumokat, vezetői engedélyeket és tartózkodási engedélyeket találtak – olvasható a közleményben.

A férfit az Europol kiemelt jelentőségű célszemélyként tartotta számon, mint a 2015-2016-os migrációs válság idején több uniós tagállamban is ismert, embercsempészetben nemzetközi szinten aktív szervezőt.

The UAE has reiterated its keenness to deal with the mechanisms of the Human Rights Council with honesty and transparency within the framework of mutual respect, constructive dialogue and fruitful cooperation. The country also reaffirmed its belief that all people share common rights – regardless of colour, gender or race – saying a universal understanding of the concepts of human rights and a broad consensus among all states is vital in order to achieve negotiation.

In a speech delivered at the 38th session of the Human Rights Council in Geneva, Obaid Salem Al Zaabi, Permanent Representative of the UAE to United Nations and other International Organisations in Geneva, expressed his thanks and appreciation to Zeid Ra’ad Al Hussein, United Nations High Commissioner for Human Rights, for the valuable briefing of the activities carried out by his office during the past year.

Al Zaabi noted that the Universal Declaration of Human Rights which was adopted by the UN in 1948 carries noble universal values, some of which developed into moral principles that contributed to the remarkable development of human rights and the service of humanity. While some principles, Al Zaabi noted, have gradually diverged into “strange concepts” which emerge in some societies because those principles are incompatible with the social and cultural beliefs of many societies and ethnicities.

At the political level, Al Zaabi said that some of the principles of the Human Rights Declaration have been used as a mean to apply pressure in foreign relations, for political purposes and as part of foreign diplomacy.

Regarding the work and performance of the various mechanisms of the Human Rights Council, Al Zaabi affirmed the UAE’s keenness and constant effort to apply them with honesty and transparency within the framework of mutual respect, constructive dialogue and fruitful cooperation between the two sides.

He went on to express “deep regret” that many of these mechanisms had come out of the framework of their mandates, causing a consequent negative impact on the effectiveness of the Council’s work and performance.

On the occasion of the end of Zeid Al Hussein’s mandate, Al Zaabi expressed his thanks and appreciation to the High Commissioner for his efforts in supporting the human rights system, despite the difficult tasks and diverse challenges he faced, wishing him success in the future.

The European Commission will hold an informal working meeting with EU leaders on migration and asylum issues on 24 June in a bid to find a European solution to the refugees crisis at the EU summit on 28 and 29 June.

In 2012, the Commission proposed to recast the 2000 Insolvency Regulation in order to address the cross-border aspects of insolvency in the EU. Adopted in 2015, the recast regulation introduced clear rules on the jurisdiction and law applicable to a debtor’s insolvency proceedings and made mandatory the recognition of those proceedings in other EU Member States. Its remit was expanded to include not only bankruptcy but also hybrid and pre-insolvency proceedings, as well as debt discharges and debt adjustments for natural persons (consumers and sole traders).

In late 2016, as a further step and a follow up to the Insolvency Recommendation of 2014, the Commission proposed to adopt a directive on business restructuring, which would provide new legal tools to rescue viable businesses in distress and give honest but bankrupt entrepreneurs a second chance. The proposal focuses on three key elements: common principles on early restructuring tools, which would help companies to continue operating and preserve jobs; rules to allow entrepreneurs to benefit from a second chance through a discharge of debt; and targeted measures allowing Member States to increase the efficiency of insolvency, restructuring and discharge procedures. The initiative is a key deliverable under the capital markets union action plan. It will also contribute substantially to addressing the high levels of non-performing loans in banks’ balance sheets. The draft report was presented to the Parliament’s Committee on Legal Affairs (JURI) in September 2017. In May 2018 the Council reached agreement on part of the proposal.

Oppo gehört zu den grössten chinesischen Handybauern. Das Find X soll nun die Welt erobern – und das mit randlosem Display ohne Notch und verstecktem Kameramodul.

2016 war Oppo in China die meistverkaufte Marke mit 18 Prozent Marktanteil. Letztes Jahr lag der Hersteller mit 17 Prozent auf Platz 2 hinter Huawei. Zusammen mit der Schwestermarke Vivo (15 Prozent Marktanteil in China) dominiert man den heimischen Markt.

Nun soll auch der Rest der Welt erobert werden. Vivo macht an der Fussball-WM in Russland massiv Werbung – und Oppo trumpft mit seinem Flaggschiff auf, das die Konkurrenz in den Schatten stellt, aber auch kein Billig-Modell ist.

Das neue Modell mit Namen Find X hat einen riesigen 6,42-Zoll-Amolded-Display – ist aber gar nicht so gross. Denn 93,8 Prozent der Fläche sind von Screen bedeckt. Der Rand rund um den Bildschirm ist sehr dünn – und zwar auf jeder Seite. Auf einen Notch verzichtet Oppo, Kameras und Sensoren sind anderswo untergebracht.

Damit kommen Gadgets-Fans dem Traum vom Handy, das vorne nur aus Screen besteht, einen grossen Schritt näher. Und Oppo stellt mit dem Handy fast alle Konkurrenten in den Schatten, die deutlich dickere Ränder und/oder einen Notch haben – also einen Einschnitt im Screen für Kamera und Sensoren.

Das Oppo Find X ist voll ausgestattet, aber auch teuer

Allerdings ist das chinesische Smartphone weder qualitativ noch preislich in irgendeiner Art billig. 999 Euro kostet das Find X, wenn es im August nach Europa kommen soll. Offiziell vorerst nach Holland, Frankreich, Italien und Spanien. Aber garantiert auch als Importgerät in die Schweiz.

Dafür gibts dann bei der Technik auch alles, was momentan bei den Android-Smartphones angesagt ist. Der neuste Snapdragon 845 Prozessor mit 8 GB Arbeitsspeicher. Aussergewöhnlich sind die integrierten 256 GB Speicher. Und auch der Akku mit 3730 mAh ist überdurchschnittlich.

Die grosse Frage allerdings, wenn man das Find X das erste Mal sieht: Wo zum Teufel sind die Kameras? Weder vorne noch auf der total glatten Glasrückseite sind irgendwelche Linsen zu sehen. 

Die Antwort darauf ist ein technisches Glanzstück: Die stecken in einem ausfahrbaren Schlitten, der bei Bedarf oben aus dem Gehäuse kommt. Das hat den Vorteil, dass die Optik gut geschützt ist und dass das Smartphone ein richtig cleanes Design hat.

Allerdings geht es natürlich nicht ganz so schnell, bis man ein Foto schiessen kann, da man ja immer erst die Kamera ausfahren muss. Zudem muss die Konstruktion zuerst beweisen, ob sie langfristig hält und nicht zu einem Schwachpunkt wird.

Die Selfie-Cam löst mit 25 Megapixeln aus und hat in ersten Tests mit tollen Bildern überzeugt. Die Hauptkameras sind ein ziemlich konventionelles Dual-Cam-System mit einem 16- und einem 20-Megapixel-Sensor. Da ist Oppo nicht besonders innovativ.

Eine Gesichtserkennung wie im iPhone X

Dafür gibts erstmals im Android-Bereich eine Gesichtserkennung mit 3D-Sensoren – ganz ähnlich wie beim iPhone X. Es werden also mit einer Infrarotkamera-Punkte aufs Gesicht ausgesandt und dieses danach mit Kameras und Sensoren analysiert. Wie Apple verzichtet auch Oppo auf einen Fingerabdruck-Sensor.

Wer sein Gerät nicht ungeschützt lassen oder jedes Mal einen Code eintippen will, hat also keine Wahl. Die Chinesen versprechen aber, dass die Gesichtserkennung 20 Mal sicherer ist als ein Fingerabdruck.

Ja, und wie viele andere Hersteller auch wird die Technik dazu genutzt, lustige Comic-Figuren mit den eigenen Gesichtszügen zu animieren. Die heissen bei Oppo nicht Animojis sondern Omojis.

Thomas Markle plauderte im TV Details über ein privates Gespräch mit Prinz Harry aus – für Geld. Der Palast zieht nun Konsequenzen: Der Vater von Meghan Markle darf nie mehr zu einem royalen Anlass.

Für fast 10'000 Franken packte Thomas Markle (73) im grossen TV-Interview mit «Good Morning Britain» über Prinz Harry (33) und seine Tochter Meghan (36) aus. Dabei plauderte Markle munter über die Familienplanung seiner Tochter und ein privates Gespräch, das er mit Prinz Harry über Politik führte.

Markle erhielt 9800 Franken für das Interview 

Ein No-Go, denn von den Royals wird erwartet, keine politische Meinung zu haben und sich nicht politisch zu äussern. Der Palast hat dem TV-Interview, für das Markle gemäss «Mirror» 9800 Franken bekam, weder zugestimmt, noch wurden die Royals im Vorfeld darüber informiert. Sie sollen nun die Konsequenzen daraus ziehen: Er darf nicht mehr an Royal-Anlässe!

Schliesslich bereichert sich Markle bereits zum zweiten Mal an seiner Tochter und den Royals: Er hatte kurz vor der Hochzeit mit einem Fotografen Bilder inszeniert und für mehrere Tausend Franken verkauft.

 

«Thomas kann nicht mehr vertraut werden»

Wie ein Insider gegenüber «Radar Online» berichtet, habe das Interview die Königsfamilie «schockiert und überrumpelt». Thomas Markle habe damit sein bereits schwieriges Verhältnis zu den Briten gänzlich zerstört: «Meghans Vater hat es für sich unmöglich gemacht, jemals wieder zu einem royalen Event eingeladen zu werden. Man kann Thomas nicht mehr vertrauen, dass er keine Storys an die Presse weitergibt und er wird dazu keine Möglichkeit mehr haben.»

«Es ist ein fast 30-minütiges Interview – unerhört für die Mitglieder der Familie. Der Palast weiss nicht, was sie mit diesem Mann anstellen sollen. Sie können Harry nicht mehr mit ihm reden lassen, weil sie sich Sorgen machen, dass er alles der Presse erzählt.»

Der Palast habe ihm ein Medien-Training angeboten, dieses habe Markle allerdings abgelehnt. Meghan soll unter dem Interview-Fiasko ihres Vaters leiden: «Meghan wird verzweifelt sein. Sie bemüht sich so sehr und ihr Dad kann einfach nicht den Mund halten», so die Quelle.

Meghan Markle und Prinz Harry lassen sich den Stress um das pikante Interview nicht anmerken. Das Paar besuchte gestern gut gelaunt das Pferderennen «Royal Ascot». Für Meghan eine Premiere – und wohl eine dankbare Ablenkung. (kad)

Dr. Hanif Hassan Al Qassim, Chairman of the Geneva Centre for Human Rights Advancement and Global Dialogue, has appealed to international decision-makers to express greater solidarity to destitute refugees from the Arab region and to work jointly to address the protracted refugee crisis.

The Geneva Centre’s Chairman made this call to action on the occasion of the 2018 World Refugee Day which is observed annually on 20 June. Dr. Al Qassim highlighted that there are more than 5 million refugees in the Arab region owing to the proliferation of conflicts and the rise of violent extremism in Syria, Iraq, Libya and Yemen. The efforts of Jordan and Lebanon in hosting and in providing assistance to refugees – that may add up to 25% of their own nationals – stand out as shining examples of countries driven by the principles of international solidarity and justice, Dr. Al Qassim remarked.

In relation to the situation in Europe, the Geneva Centre’s Chairman said the inflow of displaced people has been exploited by a populist tidal-wave fuelling xenophobia and in particular Islamophobia. Although the arrival of displaced people to Europe only add up to 0.2% of Europe’s population, human solidarity and justice are being frayed by the fear of the Other. The campaign of fear waged against migrants and refugees is bringing back the spectre of nationalism and chauvinism threatening international cooperation and peace over the long run, he observed.

In conclusion, Dr. Al Qassim appealed to countries in the West and in the Middle East to step up their joint efforts to eliminate the root causes which have fuelled extremism. Peace and stability in the Middle East need to be restored before refugees can safely return to their home societies. This calls for a radical political change of approach in problem solving in the region. The world society must express greater solidarity for refugees worldwide, he highlighted.

Der ehemalige Nati-Coach Ottmar Hitzfeld (69) sagt im BLICK-Talk: «Shaqs beste Position ist die 10» und begründet: «Weil er da den Ball halten und mit seiner Intuition und seinen Dribblings in die Räume vorstossen kann. Auf der Seite ist er für die Gegner einfacher zu bremsen.»

 

Es ist zwar nicht so, dass Shaq unter Hitzfeld regelmässig im Zentrum zum Zug kam. Nur zweimal. An der WM in Brasilien im letzten Gruppenspiel beim 3:0 gegen Honduras und im Achtelfinal beim 0:1 gegen Argentinien. 

«Gegen Serbien müssen wir offensiver sein»

Beim Ex-Internationalen Toni Esposito (45) rennt Hitzfeld mit seinem Vorschlag offene Türen ein. Der Nati-Experte von RSI sagte schon im Nati-Camp in Lugano, dass für ihn Shaq ins Zentrum gehört. «Da kann er mit seinen Fähigkeiten dem Team mehr helfen!» Es gelte nun im Allgemeinen das Offensivspiel wieder mehr anzukurbeln, sagt der Ex-Natispieler. «Das war gut gegen Brasilien, gegen Serbien müssen wir offensiver sein.»  Auch der Ex-GC- und FCB-Manager Erich Vogel (79) sieht Shaq im Zentrum: «Er muss gegen Serbien auf der 10er-Position spielen. Wenn er auf rechts während des Spiels überlegen muss, ob er offensiv oder defensiv spielen soll, verliert er seine ganze Kreativität.»

«Petkovic raubt sich Wechseloptionen»

Anders sehen es die ehemaligen Nati-Spieler und heutigen TV-Experten Beni Huggel (40) und Alexandre Comisetti (44). SRF-Experte Huggel: «Klar ist es eine Option, ihn hinter der Spitze spielen zu lassen. Spielt Shaq aber in der Mitte, hat Trainer Vladimir Petkovic nur noch einen Flügelspieler auf der Bank. Er raubt sich Wechseloptionen. Wäre ich Nati-Trainer, ich würde nochmals dieselben Spieler wie gegen Brasilien bringen, sofern alle fit sind. Sie haben sich das erneute Vertrauen verdient. Also ich würde Shaq auf der Seite lassen!» 

«Gegen Serbien gehört Shaq auf die Seite»

Für RTS-Analytiker Comisetti könnte Shaqiri auch auf allen drei Positionen im offensiven Mittelfeld spielen. Er würde ihn aber gegen Serbien auf der Seite bringen. «In der Mitte werden die Räume gegen die Serben viel enger sein. Und Shaq braucht Raum vor sich, er ist schnell und geht gerne ins Eins gegen Eins. Gegen Gegner, die kompakt stehen wie die Serben, gehört Shaqiri auf die Seite. Egal auf welche!»

Entscheiden wird Vladimir Petkovic (54). Und bisher hat der Nati-Coach alles richtig gemacht. Hoffen wir, dass er auch gegen Serbien ein glückliches Händchen zeigt!
