When allegations of sexual harassment were made against a senior UN official—holding the rank of Under-Secretary-General at the International Civil Service Commission (ICSC)– the United Nations admitted that Secretary-General Antonio Guterres has no jurisdiction over a UN body created by the General Assembly and answerable only to member states. http://www.ipsnews.net/2018/03/sexual-abuse-un-chief-no-jurisdiction-act/

But this glaring exemption to the UN’s much-ballyhooed “zero tolerance policy on sexual exploitation and abuse” (SEA) also applies to several other UN bodies created by the General Assembly, including, most importantly, the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the Joint Inspection Unit (JIU) — making a mockery of the ongoing fight against harassment in the world body.

And these exemptions may also cover some of the UN “Commissions, Boards, Committees, Councils and Panels” – all of which are considered subsidiary bodies of the General Assembly.

“I find it absolutely appalling that three of the UN entities entrusted with the responsibility of ensuring effective functioning of the UN system are themselves flouting some basic UN norms, taking advantage of legal lacuna without any supervision of the Secretary-General,” Ambassador Anwarul K. Chowdhury, former Under-Secretary-General, UN High Representative and Chairman of the ACABQ (1997-1998), told IPS.

He said it is “extremely urgent” that this situation be addressed without any more delay by the 193-member UN General Assembly (UNGA).

“By feeling helpless about such abuse and misuse in view of its past resolutions, the Assembly is shunning its responsibility as the world’s highest intergovernmental decision-making body,” Chowdhury said.

Asked for her comments on the ICSC exemption from the UN’s zero tolerance policy, DrPurna Sen, Director of Policy at UN Women, Executive Coordinator and newly-appointed Spokesperson on Sexual Harassment and Discrimination, told IPS that zero tolerance is not an optional extra that (some) employers can apply or not.

“It must have universal reach so that all staff can enjoy safety and respect”.

First of all, she pointed out, sexual abuse, harassment, exploitation and assault are all aspects of sexual violence. There are laws against violence and all states have committed to ending violence by 2030 (Agenda 2030 and Sustainable Development Goals 5.2).

“The obligation for ending violence rests with states but all actors, the private sector, universities etc all have a role to play in making this happen. ICSC cannot be exempt from this work: independence cannot confer impunity,” Dr Sen said.

Secondly, the notion there can be places where accountability cannot reach is not tenable.

“With great respect for women who have shouted and hollered until they have been heard, I wish to note the international clamour from women who have put abusers on notice,” she noted.

The MeToo, BalanceTonPorc and other such women-led imperatives for change have at last got attention. Accountability has to be made real – at the ICSC, as well as elsewhere, Dr Sen said.

Finally, it seems that any exemption from the UN’ policies is something that exists due to a General Assembly resolution.

“It is surely within the authority and competence of the GA then to review and change that situation.”

The need for independence cannot trump the need for safety and respectful workplaces, where abuse of power and gender inequality are rendered obsolete, she declared.

“Surely our collective efforts are not incapable of finding arrangements for their co-existence such that staff and the public have confidence in the whole UN system.”

Seeking an intervention by the Secretary-General and the GA President, Chowdhury told IPS: “I believe very strongly that the President of the Assembly, with his trusted leadership, needs to take the initiative on a priority basis, in consultation with the Secretary-General, to table a UNGA resolution to overcome this lack of jurisdiction and control which results in such abuse without any higher supervisory control”.

He said “past decisions should not be an excuse to overlook such aberrations which the IPS article has very rightly highlighted. Independence of a UN entity should not give it immunity to disregard norms which are core values of the UN.”

Asked to weigh in with his comments, Ian Richards, President of the 60,000-strong Coordinating Committee of International Staff Unions and Associations of the UN System (CCISUA), told IPS: “We expect all parts of the UN system to have policies and structures in place to prevent sexual harassment, in line with Secretary-General Guterres’s promise of zero tolerance.”

“This allows our member unions to help victims assert their individual rights to a harassment-free workplace and get justice when their rights are infringed,” he added.

However, he pointed out, “we are currently unable to assist staff who work for bodies such as the ICSC, ACABQ and JIU, to benefit from these rights. This despite their staff also having UN contracts and being appointed by the Secretary-General.”

He said the ICSC will itself touch on this issue when it discusses workforce diversity at its 87th session this July in Bonn.

“We hope it will join us in calling for consistent HR policies and structures throughout, without of course compromising the independence these bodies require to do their job.”

Brenden Varma, Spokesman for the President of the General Assembly (PGA) told IPS: “It’s for Member States to take such an initiative – not the PGA. From the PGA’s side, he continues to stand firmly against all forms of sexual abuse and harassment.”

Meanwhile, providing an update on cases of sexual exploitation and abuse in the UN system, UN spokesman Stephane Dujarric told reporters May 1 that for the first three months of this year, from 1 January to 31 March 2018, there were 54 allegations for all UN entities and implementing partners.

But not all allegations have been fully verified, and many are in the preliminary assessment phase, he added.

Out of the 54 allegations, he said, 14 are reported from peacekeeping operations and 18 from agencies, funds and programmes. Twenty-one allegations relate to implementing partners and one to a member of a non-UN international force.

Of the 54 allegations, 17 are categorized as sexual abuse, 34 as sexual exploitation, and 3 are of an unknown nature.

The allegations involve 66 victims — including 13 girls (under the age of 18) and 16 victims whose age remains unknown.

With regard to the status of the allegations, he said, 2 have been substantiated by an investigation; 2 were not substantiated; 21 are at various stages of investigation; 27 are under preliminary assessment; and 1 investigation’s result is under review.

With over 95,000 civilians and 90,000 uniformed personnel working for the UN, sexual exploitation and abuse are not reflective of the conduct of the majority of the dedicated women and men who serve the Organization, Dujarric said.

“But every allegation involving our personnel undermines our values and principles and the sacrifice of those who serve with pride and professionalism in some of the most dangerous places in the world. For this reason, combating this scourge, and helping and empowering those who have been scarred by these egregious acts, continue to be key priorities for the Secretary-General in 2018.”

At a meeting with the Secretary-General in London on May 3, the executive heads of UN agencies, who are members of the Chief Executives Board (CEB), reiterated “their firm commitment to uphold a zero-tolerance approach to sexual harassment; to strengthen victim-centred prevention and response efforts; and to foster a safe and inclusive working environment.”

In addition, they pledged to provide mechanisms such as 24-hour helplines for staff to report harassment and access support; establish a system-wide database to avoid rehire of individuals who have perpetrated sexual harassment.

The CEB also pledged to institute fast track procedures to receive, process and address complaints; recruit specialized investigators, including women; enforce mandatory training; provide guidelines for managers; harmonize policies; and launch staff perception surveys to learn from experiences.

La monotonie du Ramadhan vous ennuie? Pas de panique, on vous fait découvrir deux expériences qui vous feront voir le Ramadhan d’une autre façon, tout en gardant ses traditions. Appréciez-plutôt!

Les deux premières semaines du Ramadhan se sont écoulées, la chorba et le bourek vous sortent du nez, la routine commence doucement, mais sûrement à s’installer! Comment faire pour casser cette monotonie? Certains ont trouvé la solution en faisant de leur ftour une aventure…et pas seulement culinaire! C’est le cas de Sami et sa bande d’amis. Ces Algérois ont «enfourché» leur véhicule pour un ftour à 1478 m d’altitude! 146 km et deux heures de route, plus tard, ils arrivent à leur «restaurant» du soir qui n’est autre que le Parc national deTikjda. Comme le faisaient leurs ancêtres, il y a quelques siècles, ces citadins ont décidé de rompre le jeûne en pleine forêt, sous un feu de camp qui illumine leur belle soirée. Un campement de fortune y est ainsi installé. Ils commencent par ce qu’ils qualifient d’élément essentiel pour la réussite de leur soirée, à savoir un grand sac-poubelle où ils verseront leurs détritus ainsi que ceux des «campeurs» qui sont passés avant en faisant preuve d’incivilité. «On est venu se réconcilier avec la nature, pas l’agresser…», souligne Sami, avec philosophie. Après, cette étape primordiale commence le partage des tâches. Les hommes vont chercher du bois, pendant que les femmes s’occupent de préparer la cuisine. Plus d’une heure après, les apprentis «bûcherons» reviennent chargés de bois. «C’est du bois mort, on ne touche pas aux arbres», soulignent avec un large sourire les membres du groupe qui s’apprêtaient à «élever» cette flamme «ramadhanesque». Une belle braise reluit soudainement, sous un tonnerre d’applaudissements. L’élément incontournable du camping est là, on peut alors piquer un petit somme en attendant l’Adhan du maghreb. «Que demander de plus. On n’est pas au paradis là? Loin du bruit de la ville, de la pollution. Rien que cette petite sieste vaut de l’or. C’est un véritable moment de plaisir, où l’on se ressource. Un petit quart d’heure, et on est prêt pour affronter toute une autre journée», lance avec des yeux qui brillent, Youba, un autre membre du groupe. Aux alentours de 19h30, les campeurs du Ramadhan, se lèvent les uns après les autres, direction la source d’eau pour se laver le visage et remplir les bouteilles qui étancheront leur soif, pas celle de l’aventure…

Une randonnée pour bien digérer
Il est un peu plus de 20 h, quand les réveils commencent à sonner. C’est l’heure de l’iftar. On réchauffe les bons petits plats sur ce magnifique feu, dont la beauté s’accentue au rythme de la nuit! On mange à même le sol, autour du feu, on se raconte des blagues, on se rappelle des bons moments de la journée en dégustant une chorba qui n’a pas incontestablement le même goût que d’habitude. «C’est notre nourriture, c’est nous qui avons l’habitude de la préparer. On n’a rien changé aux recettes, mais je vous assure que le goût est complètement différent. Ce magnifique panorama nous fait apprécier autrement la nourriture…», assurent les cuisinières attitrées du groupe. Après ce bon moment de dégustation, il faut maintenant digérer! Quoi de mieux qu’une randonnée? Oui, oui vous avez bien entendu, une randonnée nocturne dans les montagnes du Djurdjura, et ce, en toute sécurité. «Un peu de sport ça ne fait pas de mal! On va à la rencontre de Dame nature qui est toute en beauté sous le ciel étoilé», précisent ces jeunes qui refusent d’aller perdre leur temps dans le café du coin. Sami et ses amis ne sont pas les seuls à avoir opté pour ce ftour des plus ludiques. D’ autres petits groupes, venant de plusieurs wilayas du pays ont fait de même. Néanmoins, ce ftour «forestier» reste minime par rapport à la tendance du ftour maritime! En effet, le déjeuner en bord de mer est une tendance qui est apparue ces dernières années avec le Ramadhan en plein été. Malgré, le fait que cette année il n’a pas fait aussi chaud que d’habitude, l’iftar en bord de mer est toujours aussi à la mode. C’est le cas des plages les Canadiennes et Déca -plage à Aïn Taya (côte est d’Alger) qui se transforment en véritables restaurants à ciel ouvert. On trouve de grandes tables dressées comme dans des restaurants étoilés. Elles sont occupées par les familles, des groupes d’amis ou des couples.

Ambiance et sécurité assurées
Les jeunes du quartier qui tiennent le parking proposent des chaises et des tables à louer: 800 dinars la table avec ses quatre chaises.
«Cela peut paraître cher, mais ce prix nous permet d’être tranquille. Car, ces jeunes sont aussi là pour assurer la sécurité», confie Zakaria, un père de famille accompagné de sa femme Narimane et de leurs deux enfants. C’est parfait de ce côté-là, tout comme pour l’éclairage! Une ambiance bon enfant règne au niveau de ces restaurants d’un autre genre. Pendant que les parents s’affairent à préparer la table, les petits en profitent pour aller piquer une tête. «Un bon bol d’air frais, des vagues qui bercent notre fftour, le tout dans une ambiance extraordinaire. Que demande le peuple?» se réjouit Linda, toute heureuse de pouvoir profiter du sable fin doré et de l’eau cristalline de cette magnifique plage des Canadiennes. Le soleil, se couche. El Adhan retentit, certains vont faire la prière alors que d’autres attaquent directement leurs assiettes. «C’est la troisième fois que l’on vient avec ma petite famille, je ne suis jamais déçue», assure Lamia qui s’affairait à chercher un peu de sel à remettre à la famille qui se trouvait à la table voisine. Car, les valeurs du Ramadhan que sont la convivialité, le partage et la bonne ambiance sont au rendez-vous. On échange des denrées qui manquent, on discute, on rigole, le tout dans une ambiance des plus conviviales. Il y a un respect total entre tous les amoureux du ftour maritime et ce quelle que soit leur idéologie. On est face à un vrai modèle du bien-vivre ensemble. Les djellaba font face aux maillots de bain. Certains vont piquer une tête, pendant que d’autres choisissent de préparer la table de la «sahra», où ils s’adonnent à des parties de dominos à même le sable, assorties de «moukasirate» (amuse-gueule), comme ils aiment les appeler. Outre les cacahuètes, il y a aussi la fameuse «chicha» et sa douce odeur que l’air marin colporte à travers la plage. Le temps passe, le shour arrive! Certains sont déjà rentrés chez eux, d’autres ont carrément choisi de continuer leur sahra jusqu’au bout de la nuit! Il y en a même qui ont opté pour des grillades nocturnes. Ils allument leur barbecue pour s’offrir un bon «chewa» en guise de shour. C’est ce que l’on peut appeler un Ramadhan pas comme les autres. Alors n’hésitez pas à «plonger» dans cette expérience…

La ministre de la Poste et des Technologies de l’Information a déclaré, mercredi, que les réseaux sociaux, notamment Facebook, seront systématiquement bloqués pendant la première heure de chaque épreuve du baccalauréat.

S’exprimant en marge d’une visite officielle à Mila, Imane-Houda Faraoun a expliqué que cette mesure préventive s’inscrit dans le cadre du dispositif de sécurisation de l’examen du bac, en l’occurrence empêcher la publication des sujets sur Facebook. Ce dispositif, qui consiste à verrouiller les réseaux sociaux pendant la première heure de chaque examen, a montré cette année son efficacité, tant pour l’examen de cycle primaire que pour le BEM, puisque les épreuves n’étaient accessibles sur Facebook qu’après consommation d’une bonne partie du temps de l’épreuve.

Et du coup rendant vaine toute tentative de fraude. Conséquence de la décision de la ministre annoncée aujourd’hui à Mila : des désagréments inéluctables pour les accro des réseaux sociaux durant tout la période de l’examen du bac, qui va du 19 au 24 juin.Par ailleurs, l’Association nationale des parents d’élèves vient de renouveler son appel aux candidats en leur conseillant de se « concentrer sur leurs révisions et de ne pas se laisser distraire par des faux sujets qui seraient éventuellement publiés sur les réseaux sociaux ».

  La circulation automobile dense en certaines heures de la journée et l’impatience d’automobilistes pressés d’arriver chez eux entraînent souvent des disputes qui peuvent se terminer par des drames. C’est ce qui est arrivé avant-hier sur le CW reliant Soumaa à Boufarik quand une altercation s’est produite entre deux conducteurs de véhicule et l’un d’eux se dirigea alors vers son adversaire pour lui porter des coups de couteau.

Les témoins de la scène ont appelé le 1055 et une patrouille de la brigade de gendarmerie de Boufarik s’est rendue sur les lieux où gisait la victime dans son sang. Une enquête a été aussitôt diligentée qui a permis l’identification et l’arrestation du principal suspect ainsi que ses deux complices. Les trois mis en cause ont été présentés aux autorités judiciaires compétentes sous les chefs d’inculpation de constitution d’association de malfaiteurs et assassinat.

BERN - Im BLICK-Interview sagt Postfinance-Chef Hansruedi Köng, weshalb es zu Entlassungen kommt, welche Rolle der Bundesrat spielt und warum Kunden mit höheren Gebühren rechnen müssen.

Die Hiobsbotschaft traf die Postfinance-Angestellten wie ein Schlag. Bis zu 1000 Angestellte in Voll- und Teilzeit müssen um ihren Job zittern. 500 Vollzeitstellen verschwinden bis Ende 2020. Das teilte die Postfinance-Führungsriege am Dienstag mit. Bis heute schwieg CEO Hansruedi Köng (51) dazu.

Nun, zwei Tage später, nimmt Köng erstmals öffentlich Stellung: Seit 2012 sei der Zinsertrag drastisch erodiert und um 0,5 Milliarden Franken gesunken. «Solange das Zinsumfeld tief bleibt, sehen wir keine Möglichkeiten, Erträge zu generieren», sagt Köng zu BLICK.

Eine Bank am Limit

Neben den Niedrigzinsen macht der Post-Tochter die Gesetzeslage zu schaffen. «Die Regulierung ist eine Giftpille», sagt Köng. Der Bund als Besitzer mache der Postfinance das Leben schwer. Die Regulierung sei komplex, teuer und drücke auf das Ergebnis.

Postfinance hält aus politischen Gründen nur eine limitierte Banklizenz. Sie darf selbständig keine Hypotheken und Firmenkredite vergeben und muss mit Partnerinstituten zusammenarbeiten. Köng macht keinen Hehl daraus, dass die politischen Rahmenbedingungen mitverantwortlich sind für den massiven Stellenabbau. Postfinance könnte noch weiter schrumpfen, warnt Köng.

Diese beiden Faktoren stossen die Postfinance weg von ihrem traditionellen Geschäftsmodell, das gemäss Köng «in der Krise steckt». Nicht zuletzt deshalb stünden auch Gebührenerhöhungen für die rund drei Millionen Postfinance-Kunden im Raum. «Sie müssen 2019 mit höheren Gebühren rechnen», sagt Köng. Konkrete Zahlen nennt er nicht. Auch um welche Gebühren es geht, will er nicht sagen.

Berater vom Stellenabbau betroffen

Vom Stellenabbau betroffen sind zunächst vor allem Berater. Für die Kunden heisst das: Bei Fragen stehen künftig nur in speziellen Fällen persönliche Berater zur Verfügung. Das Gros der Anfragen soll von Call-Center-Mitarbeitern bearbeitet werden. Damit fährt die Postfinance eine Strategie, die einzigartig ist in der Branche. Andere Banken intensivieren die persönliche Beratung ihrer Kunden. 

Warum Köng erst heute Stellung zum Abbau nimmt, erklärt er mit dem Informationsanlass für die betroffenen Angestellten gestern im Verkehrshaus Luzern.

BLICK weiss: Der Anlass war generalstabsmässig durchgeplant. Von Postfinance-Chef Köng gabs zu Beginn einfühlsame Worte. Angestellte sprechen von einem bizarren Anlass. Zu trinken gabs im Anschluss nur Mineralwasser – immerhin mit und ohne.

MELS SG - Die Tierquälerei von Barbla A. (33) ist bereits vor dem Skandal in Hefenhofen TG aufgeflogen. Sie war mit dem Pferdequäler Ulrich K. (49) befreundet. Jetzt wurde auch sie verurteilt.

Die Angeklagte Barbla A.* (33) erschien am Kreisgericht Werdenberg-Sarganserland in Mels SG in einem Edelweiss-Hemd, Jeans und Trekking-Schuhen. Sichtlich gestresst vermied sie den Augenkontakt mit den angereisten Tierschützern.

Die Betreiberin einer Reiterranch in Mels stand vor Gericht, weil die Kantonstierärztin im Februar 2016 auf deren Hof dramatische Zustände angetroffen hatte. Darunter waren auch drei Pferde ihres damaligen engen Freundes Ulrich K.*, des Pferdequälers von Hefenhofen TG.

Fünf Pferde waren stark abgemagert

Wie der Staatsanwalt schrieb, waren fünf der neun Pferde stark abgemagert. In den Boxen lag zehn Zentimeter nasser Mist, der kurz vor der Kontrolle mit frischem Stroh kaschiert worden war. Die Tiere hatten keinen sauberen und trockenen Liegeplatz.

Bei der Befragung zeigte Barbla A. keine Einsicht. Für jedes der Pferde wusste sie einen Grund, warum sie nicht richtig gegessen hatten. Dass sie einfach zu wenig Futter bekamen, wollte sie nicht gelten lassen.

Das eine Pferd hatte schlechte Zähne, das andere sei bei einem misslungenen Deckversuch von einem Hengst verletzt worden und hatte Schmerzen. Eine Stute sei schwanger gewesen.

Der Richter fragte, ob sie denn überfordert gewesen sei. Sie habe als geschiedene Frau mit zwei Kindern, davon eines im Rollstuhl, und neun Tieren mehr als genug zu tun gehabt.

«Ich bin dankbar für die Kontrolle»

Sie komme schon zurecht, meint sie. Eine Nachbarin füttere am Morgen. Ein Mann mache am Abend den Stall. Am Schluss gibt sie Fehler zu. Sie sagte: «Ich bin der Kantonstierärztin dankbar für die Kontrolle. Erst jetzt weiss ich, was ich alles falsch gemacht habe.»

Der Kreisrichter sprach Barbla A. der Tierquälerei und Vernachlässigung von Pferden schuldig, mit einer bedingten Strafe von 70 Tagessätzen à zehn Franken und einer Busse von 400 Franken.

BUENOS AIRES, Argentina, Jun 7 2018 (IPS)

Buenos Aires is a charming city; rich with history, magnificent architecture, and a soul and music that can pull you to tango in a heartbeat.

But the city’s staggering beauty and its abundant culture struggles with challenges. Argentina’s average poverty rate stands at 25.7% today. Hard-core poverty has averaged around 20% in the last few decades unequally distributed along the country and concentrated in urban areas.

Argentina is in a need of a new development paradigm, to combat a slew of development challenges. The UN Development Programme (UNDP) believes those development challenges require a platform approach, using technology and innovation, to hack development challenges, even faster.

One of the favorite maxims of development experts is that everything is complex and interconnected. The Sustainable Development Goals (SDGs) that were adopted by all nations manifest those strong linkages.

To contend with those complex linkages, we are developing a platform in Argentina to mediate connections between an unprecedented range of actors, to help the country achieve the SDGs.

The objective of such a platform is to intensify support to the government in dealing with development challenges, while providing space for building relationships beyond traditional partners.

The idea is to partner with so called ‘unusual suspects’ to convene, connect, engage in co-creating innovative solutions, and raising much needed resources to finance those solutions.

This will foster active collaboration between UN agencies, as well as a range of institutions including government agencies, the private sector, international financial institutions, academia, unions, faith-based institutions and civil society organizations.

Rene Mauricio Valdez, UN Resident Coordinator in Argentina, sees UNDP as a platform that allows to interconnect different actors, sectors and even other platforms to generate sounder policies and programs.

In the world of digital economies, speed and flexibility in decision making are imperative. Mobile technologies have enabled millions to live their lives online. A platform approach is vital if we are to keep up with this ever-shifting development landscape.

Our vision is to try to focus on so called ‘wicked problems’ – problems that seem impossible to resolve. In Argentina, this means for example taking on the challenge of Matanza-Riachueloriver that meanders around the southern edge of Buenos Aires.

That once sleepy and muddy river -as the Argentine writer Jorge Luis Borges described it- on whose banks more than five million people reside is now a toxic waterway, contaminated by factories, tanneries, and sewage. It has high levels of arsenic, cadmium and other pollutants that are affecting the lives of hundreds of thousands of people, especially children who live along the riverbanks. They have lead in their bloodstreams, and suffer from a host of respiratory and gastrointestinal problems.

UNDP is willing to support the government to transform the lives of the people living by the river.

It is the kind of problem that befits platform thinking. It requires giving up control and opening-up the space for creative processes to thrive. This will mean moving away from business as usual in an organization steeped in traditions and processes, which allows for unprecedented openness and freedom, to harness integrated responses to economic, social and environmental issues.

We are up for that challenge, as adapting and innovating to a shifting development landscape has long been part of our raison d’etre. A platform approach to our work represents that evolution.

It would ensure that programmes and projects are implemented more efficiently, and with greater transparency and accountability. And it would spawn a growing archive of knowledge, experience, and best practices from across the world, but especially between MERCOSUR states.

UNDP’s new Strategic Plan sets out a vision for UNDP’s ambitions over the next four years, reflecting the people centred nature of the 2030 Agenda. UNDP Argentina has already contributed to mapping available information on sustainable development through the country’s 2017 National Development Report 2017, and developed an online platform with statistical information on baselines and targets for select indicators.

Assessments of the country’s resources to meet SDGs targets will allow for identification of funding gaps for prioritized goals and help raise resources to bridge those gaps.

This will further strengthen and accelerate the process of integrating the 2030 Agenda into Argentina’s plan’s and policies. The aim is to create a more prosperous Argentina at every level. Argentina is showing that it takes more than two to tango, “To leave no one behind.”
