Der Achtelfinal in Queens bedeutet für Stan Wawrinka bereits Endstation. Der Romand scheitert am US-Amerikaner Sam Querrey (ATP 13) in drei Sätzen.

Vor dem Turnier in Queens ist für Stan Wawrinka (ATP 261) klar: Er braucht Spielpraxis auf Rasen, um für Wimbledon gut gerüstet zu sein. Dort will er endlich wieder vorne mitmischen.

Der Queens-Auftakt ist ihm gelungen. Mit dem Briten Cameron Norrie, der Weltnummer 80, macht Stan kurzen Prozess, gewinnt problemlos 6:2, 6:3.

Im Achtelfinal gegen Sam Querrey (ATP 13) hat der 33-Jährige aber mehr Mühe. Der 47-minütige erste Satz muss er nach grossem Kampf letztlich mit 5:7 abgeben. Und auch im zweiten schenken sich die beiden Kontrahenten nichts. Es geht ins Tie-Break. Dort behält Wawrinka aber die Oberhand. Satzausgleich!

Doch es ist das einzige Mal, das Stan richtig jubeln kann. Denn danach gehts wieder bergab. Querrey dreht auf, zieht davon – und tütet den dritten Satz in nur 24 Minuten ein. 6:1! Es ist das Aus für Wawrinka. Viel Spielpraxis schaut damit in Queens für ihn nicht heraus …

VIENNA, 20 June 2018 – The OSCE Representative on Freedom of the Media, Harlem Désir, today called on Moldova to ensure legal certainty and to uphold its commitments on media freedom, following a  legal review his Office shared with the Chairperson of Moldova’s parliament on the country’s draft Code of Audio-visual Media Services.

The analysis aims to help Moldova meet its OSCE commitments on freedom of the media and media pluralism. The legal review was commissioned by the OSCE and conducted by Dr. Joan Barata Mir, an independent media freedom expert.

“It is recommended that the aim of the law be broadened, specifically by establishing a complete and comprehensive regulation applicable to the provision of audio-visual media services in Moldova,” stated Désir in a letter to Andrian Candu, Chairperson of the Parliament of the Republic of Moldova on 11 June 2018.

“It is further recommended that the Code provide greater legal certainty vis-à-vis the services that are actually included or excluded, and that the definitions of the Code be improved in order for them to be fully in line with international standards,” noted the Representative.

The legal review also highlights the issue of so-called hate and extremist speech, noting that the Code needs to fully incorporate the case law of the European Court of Human Rights, allowing limitations only regarding expressions that incite or justify violence, discrimination, xenophobia or any other form of intolerance.

“My Office stands ready to assist Moldova by providing further advice and expert policy recommendations to improve freedom of the media in the country. I welcome and encourage the close working relationship between Moldova and the OSCE media experts, and hope that the proposed recommendations will be thoroughly considered by the authorities,” Désir concluded.

A júniusi viharok után a biztosítókhoz péntekig 18,5 ezer bejelentés érkezett, a károk előzetesen becsült értéke 1,914 milliárd forint – közölte a Magyar Biztosítók Szövetsége (Mabisz).

A közlemény szerint az átlagkifizetések egyes társaságoknál elérik a 130 ezer forintot. Mivel azonban több biztosító a következő napokban újabb bejelentésekre számít, a károk nagysága még nőhet. A bejelentések jelentős része a helyenként özönvízszerű esőzés miatt keletkezett plafon és pince beázásokhoz kapcsolódik. Súlyos gondokat okoztak még a viharok, a villámcsapások, valamint a jégverés is.

A jelenlegi adatok szerint a legtöbb kár Budapestet, Pest, Bács-Kiskun, Baranya, illetve Vas megyét érte – írták. Tavaly a társaságok a május-augusztus közötti időjárás miatt közel hatmilliárd forintot fordítottak a lakásbiztosítással rendelkező ingatlantulajdonosok kártalanítására.

Kitértek arra is, hogy a Mabisz megbízásából a Századvég által április 20. és május 6. között készített felmérés szerint 1102 megkérdezett közül 832-en rendelkeztek lakásbiztosítással és 315 embernek volt lakásbiztosítási káreseménye az elmúlt öt évben. A válaszadók 89,4 százaléka volt teljes mértékben vagy inkább elégedett biztosítója kapcsolattartási módjával, minőségével, gyakoriságával, 87 százaléka a szerződési feltételek betartásával. A károsultak 78 százaléka volt elégedett a kapott összeggel és 82 százalék a szolgáltatás teljesítésének határidejével.

Compte rendu du Conseil des Ministres

Le Conseil des Ministres s'est réuni ce mercredi 20 juin 2018, sous la présidence de Monsieur Patrice TALON, Président de la République, Chef de l'Etat, Chef du Gouvernement.
Les dossiers examinés au cours de la séance se présentent comme suit :

I. Au titre des mesures normatives.
Ont été adoptés, les décrets portant respectivement :
1- approbation des statuts du Centre de Documentation et d'Information Juridique (CDIJ) ;
2- approbation du Plan national de fréquences radioélectriques en République du Bénin ;
3- transmission à l'Assemblée Nationale, pour autorisation de ratification, du traité révisé de la Conférence Internationale de la Prévoyance Sociale (CIPRES).

II- Au titre des communications

Sous cette rubrique, les dossiers ci-après ont été approuvés :

II-1. Rapport annuel d'exécution du Programme d'investissements publics, gestion 2017.

Au 31 décembre 2017, sur les 291 projets et programmes contenus dans le portefeuille d'investissements publics, 43 ont connu un taux d'exécution physique inférieur à 25%. Le nombre des projets affichant des taux d'exécution compris entre 25% et 50%, est de 77 tandis que 149 autres projets connaissent des niveaux d'exécution variant entre 50% et 100%.

Prenant acte de ce rapport, le Conseil observe que la majorité des projets affiche des taux d'exécution globalement satisfaisants mais que les performances auraient pu être meilleures si des difficultés administratives ne persistaient.

Aussi a-t-il instruit tous les Ministres aux fins de corriger les insuffisances persistantes, source potentielle de contre-performance dans l'exécution des projets inscrits chaque année au programme d'investissements publics.

II-2. Transformation structurelle du Plan Départemental de Développement Intersectoriel (PDDI).

Le PDDI est l'un des outils essentiels de mise en oeuvre du document de Politique Nationale de Décentralisation et de Déconcentration. C'est un organe de coordination des activités des Services déconcentrés de l'Etat dans les départements.

Mais sa configuration actuelle et son mode de fonctionnement ont besoin d'être revus, pour les mettre en conformité avec le Cadre de Dépense à Moyen terme du niveau départemental, dans le cadre de l'exécution du budget général de l'Etat.

Cette mise en conformité découle par ailleurs de l'opérationnalisation des douze préfectures de notre pays.

C'est pourquoi, le POOl est transformé en Plan Départemental de Coordination des Actions de Développement (PDCAD).

Le Conseil a marqué son accord pour ce changement structurel et a instruit les Ministres concernés de veiller à l'application diligente de cette mesure.

III- Rencontres et manifestations internationales.

Le Conseil a autorisé :

l'organisation à Cotonou, du 27 au 29 juin 2018, de la 21ème session du Comité international des Experts des pays de l'Afrique de l'Ouest (Commission Economique des Nations Unies pourl'Afrique) ;

J'organisation à Cotonou, du 12 au 14 juillet 2018, de la première édition du Salon international des Mines, Carrières et Pétrole du Bénin (SEMICA-Bénin 2018) ;

l'organisation à Cotonou, du 11 au 16 novembre 2018, de la 14ème réunion annuelle des Académies Africaines de Sciences (AMASA).

IV- Au titre des mesures individuelles.

Il s'agit entre autres, de la gestion de la Société des industries textiles (Sitex) et de la Compagnie béninoise des textiles (CBT). Ces questions concernent aussi les indicateurs servant d'appréciation des performances économiques et financières des Etats dans le cadre des objectifs d'intégration. Le gouvernement va aussi répondre aux sujets concernant la réinstallation des sinistrés du marché Dantokpa après l'incendie du 31 octobre 2015 ; le sort du programme de développement agricole des Collines, l'état des lieux de la mise en œuvre du code foncier et domanial, et enfin, à la promotion de la production et de la commercialisation du riz local. Cette communication sera suivie des questions d'actualité.

Noch bevor News-Portale gestern über den brutalen Mord an dem US-Musiker berichteten, wurden diese verwackelten Handy-Aufnahmen tausendfach auf den sozialen Medien geteilt und angeklickt. Die schockierenden Bilder sind der traurige Höhepunkt einer Obsession nach Klicks, die das Genre des Soundcloud-Raps ausmacht.

Dank der Musikplattform verlieren grosse Musiklabels an Einfluss, über Nacht werden Teenager damit zu Stars. Rapper wie Lil Pump (17), Trippie Redd (19) oder Smokepurpp (21) sind auch hierzulande für viele Jugendliche Idole. Die ausschlaggebenden Elemente, um berühmt zu werden: ein harter Sound, Gesichtstattoos – und Skandale.    

Laufendes Verfahren fördert Erfolg

XXXTentacion selbst war das Aushängeschild der Bewegung. Auf schlecht gemixten Beats rappte er über Gewalt, Sex und Drogen und versuchte damit immer, eine möglichst grosse Kontroverse auszulösen. Dass der Rapper ein laufendes Verfahren wegen Kidnapping, Körperverletzung und dem Versuch zur Anstiftung einer Falschaussage hatte, schadete seinem Erfolg keinesfalls – im Gegenteil. Erst durch die Enthüllung der heftigen Vorwürfe gewann seine Durchbruchssingle «Look at me!» richtig an Fahrt. Mit seinem letzten Album landete er auf Platz 1 der US-Charts, auch hierzulande konnte er sich auf Platz 6 in der Hitparade platzieren.  

6ix9ine streitet sich mit US-Gangs

Neben einem jugendlichen Alter und einer bewusst simplen Produktion gehören Vorstrafen, meist wegen häuslicher Gewalt, beinahe zum guten Ton der Szene. 6ix9ine (22), ein junger New Yorker, der mit jeder seiner bisher veröffentlichten Singles in den US-Charts landen konnte, bekannte sich 2015 schuldig, vor der Kamera «sexuelle Handlungen mit einer Minderjährigen» vollzogen zu haben.

Statt durch den Skandal in der Versenkung zu verschwinden, nutzte der Rapper die gesteigerte Aufmerksamkeit, um im Gespräch zu bleiben. Die Devise: Kontroverse ermöglicht Klicks. Derzeit ist der Rapper in einen Streit mit mehreren US-Strassengangs verwickelt und fordert diese regelmässig öffentlich auf, sich seinen Kopf zu holen – alles für eine möglichst grosse Reichweite.     

XXXTentacion ist nun der zweite tote Künstler, der die Szene erschüttert. Im November des vergangenen Jahres wurden Bilder des leblosen Körpers von Lil Peep (†21) auf den sozialen Medien geteilt, bevor sein Tod durch eine Überdosis bestätigt wurde. Traurige Nachrichten für eine Szene, in der die Musik längst nicht mehr im Mittelpunkt steht.

Communication and Media Relations Section

The second in a series of OSCE workshops on the development of guidelines and a training module for better co-ordinated, harmonized and victim-centred identification of human trafficking cases among mixed migration flows concluded in Athens on 20 June 2018. The one-day event was organized jointly by the OSCE Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (OSR/CTHB) and the Office of the National Rapporteur on Combating Trafficking in Human Beings within the Ministry of Foreign Affairs of Greece.

The workshop gathered national practitioners whose professional duties require daily interaction with people on the move in the context of the current migration and refugee crisis. They included representatives of law enforcement bodies, migration agencies, public social services and civil society.   

The participants discussed how recommendations from a recent OSCE report “From Reception to Recognition: Identifying and Protecting Human Trafficking Victims in Mixed Migration Flows - A Focus on First Identification and Reception Facilities for Refugees and Migrants in the OSCE Region” can be translated into practice. The discussion also focused on contextualizing the findings of a similar workshop held in Skopje in March this year. A particular emphasis was placed on the available referral scenarios for victims of human trafficking identified among new arrivals and the pre-requisites for these scenarios to be fully operational and effective.

“The current migrant reception frameworks in the OSCE region require a stronger focus on the identification of victims of trafficking in human beings from every single stakeholder involved,” said the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Madina Jarbussynova. “I believe that the uniform guidelines that my Office is developing together with the national governmental and non-governmental partners will be highly instrumental in ensuring that such focus is unreservedly maintained throughout all the migrant reception procedures.”

“Greece acquired a solid, hands-on experience on addressing a variety of issues related to the management of mixed migration flows in reception and identification centres (hotspots).  Victim identification amid large numbers of vulnerable population groups, at risk of being trafficked, remains a challenge and referrals of potential victims are limited and not commensurate with the perceived magnitude of the problem,” said Heracles Moskoff, National Rapporteur on Trafficking in Human Beings in the Foreign Ministry of Greece. “Yet, well-co-ordinated and harmonized procedures of reception, specialized training on human trafficking issues addressing all front-line professionals, and a genuine will for synergy among all actors working in the hotspots will positively contribute to identifying more victims during the reception and asylum procedures,” he added.

The first draft of the guidelines will be presented for fine-tuning and finalization at a concluding workshop in Italy later this year.
