Spezifische EU-Klimaziele sind für Deutschland außer Reichweite. Die deutsche Wirtschaft ist jedoch auf einem guten Weg, das nationale Ziel einer Emissionssenkung um 65 Prozent bis 2030 zu erreichen.

On Tuesday, 19 March, Foreign Affairs Committee will have an exchange of views with several Ministers, vice-Ministers and Secretaries of State of EU Member States on EU enlargement policy ahead of the European Council meeting end of March. This exchange of views is intended to hear the different opinions on the topic and to gather ideas to deal with the challenges the EU enlargement policy will face in the future.

On Wednesday, 20 March, Foreign Affairs Committee will hold a joint meeting with the Foreign Affairs Committee of the Verkhovna Rada of Ukraine. The subject will be interparliamentary cooperation to ensure increased effectiveness of sanctions against Russia and the ways to make Russia pay for the damage it caused to Ukraine. At the end of the exchange, an in-depth analysis on Ukraine’s 10-point peace plan and the Kyiv security compact will be presented by the authors.

Press briefing ahead of the upcoming General Affairs Council will take place on 15 March 2024 at 13.00.

The Council and the European Parliament today reached a provisional agreement on updated EU rules on the import, export and transit of firearms into and from the EU. The new rules aims to close the loopholes for firearms trafficking, while facilitating trade and movement of firearms used for legitimate purposes.

On Monday 11 March, the committees on Foreign Affairs and on Budgets will vote on a draft report on the Commission's proposal for Establishing the Reform and Growth Facility for the Western Balkans. The draft report prepared jointly by the two committees proposes more safeguards for the “fundamentals-first approach”, strengthening the focus on rule of law and conditionality and linking this with economic and social development.
The proposal also aims to ensure that the Western Balkans Facility does not allow for overlaps or double-funding with the existing IPA III instrument. If the draft report is adopted Members will vote to enter into interinstitutional negotiations with the Council.

On Thursday, 22 February, Foreign Affairs Committee and its subcommittee on Human Rights will hold a debate with Russian opposition. Following the inhuman detention and death of Sakharov Price Laureate Alexei Navalny, MEPs will hear the testimonies of:

• Leonid Volkov, Chief of staff of Alexei Navalny, Anti-Corruption Foundation (remotely);
• Evgenia Kara-Murza, Advocacy Director at the Free Russia Foundation, wife of political prisoner Vladimir Kara-Murza;
• Vladimir Milov, Vice-President of the Free Russia Foundation, former Vice-Minister of Energy of Russia.

Die Zahl der europäischen Unternehmen, die vom EU-Lieferkettengesetz betroffen sind, wurde um fast 70 Prozent gegenüber der ursprünglichen Zahl, auf die sich die EU-Mitgesetzgeber im Dezember geeinigt hatten, auf etwa 5.400 Unternehmen – oder 0,05 Prozent der Gesamtzahl – reduziert.

Finnland möchte, dass die EU und ihre Mitgliedsstaaten ihr Krisenmanagement verbessert. Das angedachte System soll helfen, zukünftige Turbulenzen, Dringlichkeitsdiskussionen und mögliche Risse in der Einheit der EU zu vermeiden.

EU-Chefanklägerin Laura Kövesi hat erklärt, die griechischen Behörden behinderten ihre Ermittlungen zu einem Zugunglück. Dabei kamen im vergangenen Jahr 57 Menschen, hauptsächlich Jugendliche, ums Leben.

Der französische Präsident Emmanuel Macron hat in einem Fernsehinterview seine jüngsten Äußerungen über eine mögliche Entsendung von Truppen in die Ukraine bekräftigt. Frankreich werde „niemals in die Offensive gehen“, aber man habe das Ziel, Russland zum Scheitern zu bringen.

Die Präsidentin des EU-Parlaments, Roberta Metsola, hat am Donnerstag (14. März) bestätigt, dass das Parlament eine Klage gegen die EU-Kommission einreichen wird. Nun muss ein stichfester Fall aufgebaut werden, um eine zeitlich verdächtige Freigabe von EU-Geldern an Ungarn anzuzweifeln.

Die rumänische Regierung werde weder ihren nationalen Klimaplan vor dem erwarteten Termin am 30. Juni verabschieden, noch werde das Land die EU-Ziele für erneuerbare Energien erreichen, sagte ein Beamter des Energieministeriums am Donnerstag (14. März).

Die Machtverhältnisse innerhalb der italienischen Regierung ist bereits jetzt stark von den Europawahlen im Juni beeinflusst. Dies zeigt beispielsweise das Scheitern eines Vorschlages von Matteo Salvinis Lega, die maximale Amtszeit für italienische Regionalgouverneure zu verlängern.
