La Stratégie de renforcement des Alternatives Educatives pour une éducation de base inclusive pour la période 2026-2030 approuvée en Conseil des ministres. Cette nouvelle stratégie vise à pallier l'inexistence d'un dispositif institutionnalisé qui assure efficacement la gestion des alternatives éducatives permettant d'intégrer dans le système éducatif classique tous les enfants hors de l'école. Les changements attendus de son implémentation selon le communiqué du gouvernement, appellent l'application effective de la nouvelle architecture du système éducatif, le renforcement du partenariat entre l'État et les collectivités territoriales, l'accompagnement des partenaires techniques et financiers du sous-secteur, davantage l'implication et l'adhésion des communautés. Le plan d'action y relatif est assorti d'un budget évalué à 283.762.241.000 FCFA.
Les alternatives éducatives selon le Conseil des ministres, désignent tout modèle ou programme éducatif mis à la disposition des apprenants (jeunes et adultes) hors des systèmes éducatifs formels. Elles constituent des formes d'éducation variées et adaptées offertes afin de garantir le droit d'accès à l'éducation pour tous. Au Bénin, elles concernent les enfants de 9 à 14 ans et doivent avoir une forme de scolarisation, associée ou non à l'initiation aux métiers et dispensée en français et/ou en langues nationales.
L'enjeu principal de la nouvelle politique éducative prônée au regard des expériences acquises depuis 2016, est d'assurer le passage de l'offre pyramidale centrée sur la forme scolaire d'éducation qui génère parfois abandons et exclusion, à une offre éducative diversifiée et inclusive telle qu'envisagée dans la nouvelle architecture du système éducatif.

This paper applies the concepts and theories of “policy norms” to the disruptive effects of the second Trump administration on global development cooperation. We argue that recent US actions represent more than a domestic political shift. They signal a tipping point to longstanding norms of the development cooperation system and specifically multilateralism as well as notions of global solidarity. This paper’s objective is to explain how, why and through which political and institutional mechanisms policy norms break down or are reconstituted in global development cooperation. It uses the current moment as a case study of “norm antipreneurship”, potentially even “norm imperialism” illustrating the political and institutional strategies through which policy norms are currently been contested, dismantled or displaced. This paper addresses a set of questions: (i) What are the core mechanisms through which development cooperation norms are formed, contested and fragmented? (ii) How is the second Trump administration seeking to reshape normative regimes in development cooperation? (iii) What research agenda is needed to understand norm change in a multipolar and contested development cooperation landscape?
