The fifth and last meeting of the Consultation Forum for Sustainable Energy in the Defence and Security Sector (CF SEDSS) was held in Thessaloniki on 19-21 September 2017.

The conference was opened by His Excellency Panos Kammenos (Hellenic Minister of National Defence), Mr Jorge Domecq (Chief Executive of the European Defence Agency, EDA), Mr Tudor Constantinescu (Principal Adviser to the Director-General Energy of the European Commission) and Professor Athansios Konstandopoulos, the Chairman of Centre for Research and Technology Hellas (CERTH). Mr Dominique Ristori, the Director-General of the Directorate-General Energy of the European Commission, greeted the participants by video message. It was closed by Mr Denis Roger, the European Synergies and Innovation Director at the EDA.

Opening the conference, EDA Chief Executive Jorge Domecq thanked the participants for the active involvement in the Forum over the last two years. He also used the opportunity to give direction for the future: “As we move to the next phase of the Consultation Forum, we need to focus on defence energy projects and their funding. We need to focus on results.”

As possible project areas, Mr Domecq highlighted infrastructure improvements leading for example to the refurbishment of buildings to Nearly Zero Energy Building standards. Projects relating to the assessment of renewable energy technologies could be analysed for where investments could be made to make commercial renewable energy technologies suitable for military use. Finally, there could also be scope to develop policy tools and training on raising energy awareness as well as the development of tools for optimum technology selection.

European Commission Director-General Dominique Ristori said the energy transition was a “top priority of the European Union”. “It is not only about energy and climate alone. It is about accelerating the fundamental modernisation of Europe's entire economy, making it low-carbon, energy and resource efficient, in a socially fair manner. And making it less dependent on imports. It requires the transformation of the whole energy system. All sectors need to contribute and to reap the benefits. I am therefore very pleased that we will continue with the second phase of the Consultation Forum as of October. This would allow, inter alia, a deeper analysis of the issues at stake and the identification of bottlenecks that need to be resolved to allow the defence sector to benefit fully from sustainable energy and to use the energy transition as a major economic opportunity”, he stated.

The aim of this week’s last meeting of the Consultation Forum was to reach agreement on the content of final report with recommendations for a more implementation focused second phase. The conference was attended by around 100 experts from government administrations, as well as industry, academia, NATO representatives and the European Commission. In total, there have been five conferences of this first phase of the Consultation Forum for Sustainable Energy in the Defence and Security Sector.
In closing the conference, Director European Synergies and Innovation Denis Roger highlighted, that “we have built a defence energy community which did not exist before”.

Second phase

The second phase of the Consultation Forum will have an implementation focus to take the knowledge developed in the first phase and turn this into results. The focus will remain on energy efficiency, renewable energy sources, and the protection of critical energy infrastructure in relation to the implications of relevant EU legislation when applied to the defence sector’s infrastructure. This means that results will have direct benefits for the delivery of defence infrastructure capability, while contributing to the broader objectives of the Energy Union.

Background

The Consultation Forum for Sustainable Energy in the Defence and Security Sector is a European Commission initiative managed by the European Defence Agency. It brings together experts from the defence and energy sectors to share information and best practice on improving energy management, energy efficiency, and the use of renewable energy. The Consultation Forum has taken place in a series of five plenary meetings over 24 months, and its first phase will be concluded in October 2017.
The work is carried out in three parallel working groups each with a particular focus: (1) Energy Management, (2) Energy Efficiency & 3) Renewable Energy. There was also a Protection of Critical Energy Infrastructure PCEI) Experts Group which developed a conceptual paper on PCEI.

A V-CASTING Öntödei Termelő és Szolgáltató Kft. magyar magánszemélyek tulajdonában lévő, 2007-ben alapított, ecseri székhelyű, jelenleg 47 főt foglalkoztató vállalkozás, amely sorozatban gyártható alumínium termékeket – például árnyékolástechnikai eszközöket (redőnytokvég, zsaluzia alkatrészek), pneumatikus vezérlőeszközök házait, csatlakozó elemeit, gáznyomás szabályozó szelepek házait, autóipari alkatrészeket (turbófeltöltő, visszapillantó tükör váza, kuplungvilla) – gyárt nyomásos öntési technológiával.

A cég meglévő vevőköre mellé az elmúlt évek során új, elsősorban az autóiparhoz kapcsolódó megrendelők jelentkeztek. A megnövekedett gyártásból származó félkész- késztermékek tárolása a vállalkozás jelenlegi ecseri székhelyén azonban nem megoldott, jelenleg csak a gyár termelőrészlegének terhére történhet.

Az új megrendelések kiszolgálására a vállalkozás új nagynyomású és új cinköntésre is képes gépek beszerzéséről döntött, ami a kapacitások jelentős, minimum 20-25%-os bővülését eredményezi majd. A gyártás során előálló félkész és kész termékek előírás szerinti elhelyezése csak egy új csarnokban oldható meg, ahol biztosítható a termékek nyomon követése és a logisztikai folyamatoknak leginkább megfelelő be- és kitárolása. A projekt keretében megvalósuló 1775 nm alapterületű hidegcsarnok megépítése felszabadítja a jelenleg raktárként használt gyártó területeket, így helyükre a vállalkozás meglévő, de nem üzemelő, illetve beszerzés alatt álló gyártógépei kerülhetnek. A raktárfejlesztéssel és az arra épülő további kapacitásbővítéssel egy felsőfokú végzettséget igénylő minőségbiztosítási mérnöki és négy termelő tevékenységet végző öntési, sorjázási, csomagolási munkahely jön létre a vállalkozásnál, ezzel is hozzájárulva a térség további gazdasági és társadalmi fejlődéséhez.

A Nemzetgazdasági Minisztérium „Mikro-, kis- és középvállalkozások telephelyfeltételeinek javítása Pest megye területén” című pályázati felhívásán, a Pest megye Területfejlesztési Koncepciója 2014-2030 és Pest megye Területfejlesztési Programja 2014-2020 megvalósításához nyújtott célzott pénzügyi költségvetési támogatás a Pest megyei fejlesztések előirányzatából 74 887 340 forintos állami támogatást elnyert, 136 158 800 forint összköltségvetésű fejlesztés 2017. március 1-én indult és várhatóan 2017. december 31-én zárul.

It got me to thinking about how adults pass on their opinions, and sometimes their hate, on to their children.

But while it got me to thinking about how Palestinian Arabs in general, and Hamas in particular, do this, it also got me thinking closer to home.

I recall when I was teaching, I passed by a class learning Sefer Bamidbar (Numbers). They were learning about the quail mentioned in Chapter 11 and I could see one girl was confused. I went over and asked her what was puzzling her and she said she did not know what the Hebrew word "slav" meant. Rather than just tell her, I asked her "well, what is the name of the Vice-President?" With eyes wide, she turned to me and asked "it means idiot?"

Weeks later, at parent-teacher conferences, the parents assured me they had no idea where their daughter got the idea to say that, and insisted they did not talk that way at home. I had every reason to believe them. I was not concerned.

But I am concerned about something else I remember.

I remember a post on Michelle Malkin's blog years ago in 2005. She wrote about products that were then on sale online on CafePress.

Malkin links to an article about a columnist at The Guardian who wanted Bush assassinated:On Saturday, columnist Charlie Brooker told the readers of the far-Left British newspaper Guardian:

On November 2, the entire civilised world will be praying, praying Bush loses. And Sod's law dictates he'll probably win, thereby disproving the existence of God once and for all. The world will endure four more years of idiocy, arrogance and unwarranted bloodshed, with no benevolent deity to watch over and save us. John Wilkes Booth, Lee Harvey Oswald, John Hinckley Jr. - where are you now that we need you?Brooker did "apologize" later to those who misunderstood his ironic humor :
The final sentence of a column in The Guide on Saturday caused offence to some readers. The Guardian associates itself with the following statement from the writer.

"Charlie Brooker apologises for any offence caused by his comments relating to President Bush in his TV column, Screen Burn. The views expressed in this column are not those of the Guardian. Although flippant and tasteless, his closing comments were intended as an ironic joke, not as a call to action - an intention he believed regular readers of his humorous column would understand. He deplores violence of any kind."

The article has now been removed from the Guardian Unlimited website.Malkin goes on to note that in April 2005, Pat Buchanan suffered multiple assaults on campus. He was not the only one. The Washington Times reported back then about William Kristol and Patrick Buchanan at two separate campus events having pies and salad dressing tossed at them, while the media played it as a joke. The editorial concluded:
Violence, of course, should be intolerable no matter who is on the receiving end, and must be rejected by people of goodwill, whatever their political ideology. It is ironic that college campuses — which typically style themselves as bastions of free speech and tolerance — are increasingly the scene of intolerant, thuggish behavior. These days it is being directed at folks who don’t subscribe to the prevailing liberal orthodoxies.This was over a decade ago. What we see happening now on college campuses around the country is nothing new. The cynic in me wonders if the media taking this seriously now might be because of whom this can be blamed on.

No, I am not claiming that this is a purely left wing phenomenon. I am not interested in pointing a finger in that regard.

My concern is that the kind of hate exhibited against President Bush may be likely to emerge against President Trump, especially considering how the media, both the old media and especially the newer social media, have early on indicated the lack of any line which they will not cross, or at least test.

And I wonder again how different this is from what we regularly read about Abbas and Hamas doing to demonize Israel and incite hatred -- and much worse -- against Israel. The government, laws and cultural are very different, but we are still only into the first year of Trump's term, and the media onslaught shows no sign of abating. It continues to demonize, delegitimize and apply a double standard to Trump. If the worst that people say is that want to impeach Trump, I can live with that.

And no, I am not a fan of Donald Trump.

As a side note, in some cases, the cure being offered on those campuses is worse than the disease -- and in fact is nothing more than the disease claiming to be the cure in order to pursue its agenda.

Purdue University's Bill Mullen and Stanford University's David Palumbo-Liu have created what they are calling the Campus Antifascist Network (CAN), which they claim is dedicated to combating "fascists" who use "‘free speech' as a façade for attacking faculty who have stood in solidarity with [targeted] students."

But neither Palumbo-Liu nor Mullen are very particular about the kind of free speech they are willing to protect:
Meanwhile, both Palumbo-Liu and Mullen have been leading figures in the academic campaign to boycott, divest from, and sanction Israel. In 2014, Mullen issued a call on anti-Israel site Electronic Intifada to "de-Zionize our campuses." Palumbo-Liu, in a 2016 piece titled, "9 things you need to know about the Israeli occupation of Palestine," recommended readers look to alternative news sources for their information on the region, including several sites accused of publishing anti-Semitic content. He later updated the article to remove If Americans Knew from the list, after receiving backlash for recommending an outlet that has repeatedly published conspiracy theories about Jews. IAK has been marginalized even by virulently anti-Israel groups, such as the U.S. Campaign to End the Occupation and Jewish Voice for Peace. So yes, while threats against Israel in the Middle East grow stronger, so too the threats against both Israel and Jews in the US and on college campuses grow stronger as well. But the heated language on campuses is spreading into society in general and into the media in particular.

The hate being exploited by Abbas and Hamas is one of the reasons for the dysfunctional leadership of the Palestinian Arabs.

We cannot afford for a similar language of hate to be exploited to undercut the US.

Laurent Fabius, 37 quai d’Orsay, diplomatie française 2012-2016, Plon, 2016

Comme un rapport de fin de mission, l’ancien ministre des Affaires Etragères Laurent Fabius a publié un bilan (naturellement sous un prisme personnel) de son action à la tête du quai d’Orsay, peu de temps après son départ du Ministère (pour prendre la présidence du Conseil constitutionnel). Ce type d’exercice, on le sait, participe toujours d’une figure imposée qui empêche de le prendre totalement pour argent comptant, mais offre toujours également des enseignements précieux.
D’abord sur les dossiers, les moments, que son auteur a choisi de mettre en avant. Laurent Fabius commence par l’accord de Paris sur le climat (COP21 de fin 2015), dont on connaît les difficultés depuis l’élection de Donald Trump, mais que l’ancien ministre et Premier ministre considère, sans sous-estimer les obstacles à venir, comme le moment fort de son action au quai.  L’accord sur le nucléaire iranien et la tragédie syrienne sont les deux autres grands volets abordés ensuite, sur lesquels l’auteur ne renie rien et assume ses positions, critiquées comme on le sait : a-t-il été trop intransigeant, donnant l’impression de s’opposer à une solution sur l’Iran (hypothéquant par-là même l’avenir des relations avec ce pays), et marginalisant la France dans la crise syrienne à force de réclamer avant tout le départ de Bachar al-Assad ? Viennent ensuite les questions européennes, sur lesquelles Laurent Fabius pressent la nécessité de changer d’approche, face à la crise à la fois morale et politique de l’Union. Un dernier chapitre sur l’administration du ministère vient rappeler utilement les réformes engagées (en particulier une plus grande prise en compte de la préoccupation économique et commerciale), et celles qui restent à accomplir pour moderniser notre diplomatie. Et la conclusion revient sur l’indépendance de la France.
On retient de ce livre son ton souvent direct, ponctué d’anecdotes parfois cruelles pour certaines personnalités internationales, mais pédagogique, et en cela utile puisqu’il récapitule les dossiers, leurs points de blocage, leur dénouement, et les actions qui y ont conduit. On retient également la propension de Laurent Fabius à ramener plusieurs enjeux à une confrontation entre Washington et Moscou. Les « lignes rouges » syriennes et le recul de Barack Obama n’ont pas été digérés, mais les sirènes poutiniennes ne sauraient y constituer une alternative. Sur chacun des deux chefs d’Etat, le chef de la diplomatie française consacre de longs passages, et y revient encore dans sa conclusion. Prisme trop daté de la bipolarité ? C’est pourtant bien autour des ces deux figures que se sont recomposées les relations internationales dans ces années, au point même de faire sortir la France du jeu syrien, dans lequel elle avait initialement cherché à être structurante. Mais Laurent Fabius ne regrette rien. Le face-à-face entre l’Etat islamique et le régime syrien est l’œuvre machiavélique de ce dernier, véritable fossoyeur du pays et de sa population. Les Etats-Unis, en refusant de frapper à l’été 2013, ont laissé le champ libre à la Russie, qui en a tiré la leçon de la faiblesse occidentale, leçon dont on reparlera en Ukraine. Donc la position française était juste. Même si elle a conduit à la marginalisation, pourrait-on demander ? La cohérence de la posture et la force de son sous-bassement éthique semblent assumées ici, même si à court terme la percée politique ne fut pas au rendez-vous. 
Mitterrandien s’il en est, Laurent Fabius semble jouer pour l’Histoire : avoir eu moralement raison, avoir entamé la modernisation, comptent plus que d’éventuels succès de court terme. L’inconvénient, comme on le devine, réside dans le fait que là se trouve précisément le reproche souvent adressé à la diplomatie française (par exemple par Charles Cogan, dans son French Negociating Behaviour : Dealing With La Grande Nation), à savoir privilégier la posture et le processus plutôt que le résultat.
Laurent Fabius laisse ici de côté d’autres débats : concepts de gaullo-mitterrandisme ou de néo-conservatisme, de grandeur ou de déclin, s’effacent ici devant l’impératif de gestion, raconté de l’intérieur même si c’est avec recul. D’autres grands moments du quinquennat sont moins développés, comme s’ils étaient secondaires par rapport aux trois grands piliers retenus (COP 21, Iran, Syrie), moins marqués du sceau de l’auteur lui-même (comme la conférence sur le Proche-Orient), ou davantage gérés par d’autres (le Mali). Mais au final le témoignage est précieux, et l’on souhaiterait qu’il fasse école.
