Missions - Mission to the United Nations Headquarters in New York (USA) on 1-2 November 2021 - 01-11-2021 - Committee on Foreign Affairs - Subcommittee on Human Rights

A delegation led for AFET by Chair David McAllister (EPP, DE) and for DROI by Nacho Sánchez Amor and comprising 11 MEPs in total visited the UN headquarters in New York.
The various meetings which were part of the programme were organised around overarching themes, such as (i) UN reform, (ii) UN Security Council reform, (iii) dialogue, cooperation and coordination at EU level in the UN system and cooperation in the UN with candidate countries, (iv) the role and agenda of China and Russia in the UN system and (v) how the UN and its Member States are going about developments crises in Afghanistan, Ethiopia and, more generally, developments in crisis prevention, crisis management and crisis resolution on the African continent, as well as (vi) UN focus on human rights challenges. This allowed Members to focus on a thread throughout the programme and to further their insight looking at analysis, main messages and vision from within the UN system and looking at the role and impact of the UN from the vantage point of its Members States and from the EU vantage point.

Missions - Mission to Turkey, 24-27 February 2020 - 24-02-2020 - Committee on Foreign Affairs

The AFET delegation visited Ankara and Mardin from 24 to 27 February 2020. It was the first AFET mission to Turkey since March 2015.
The main aim of the visit was to gauge the prospects for EU-Turkey relations and assess the situation on the ground, including with regard to recent developments in the field of the rule of law, freedom of expression and media, and human rights. The delegation also discussed regional issues and Turkish foreign policy, the situation of Syrian refugees in Turkey and the Kurdish issue. The visit took place in the context of the upcoming AFET annual report on Turkey in the framework of the accession process.

Missions - Mission to Albania and North Macedonia, 27 February - 1 March 2019 - 27-02-2019 - Committee on Foreign Affairs

Seven AFET members took part in the delegation to Albania and North Macedonia ahead of the June Council meeting, which is expected to take decisions on a possible opening of the accession talks with the two countries.
The visit took place in the midst of a political crisis in Albania, with the opposition relinquishing their parliamentary mandates and organising mass protests. In North Macedonia, the visit was conducted in the aftermath of the name change and in the run-up to the presidential election campaign.

Missions - Delegation of the AFET & INTA Committees to Argentina, 30 October to 2 November 2018 - 30-10-2018 - Committee on Foreign Affairs

The joint AFET/INTA delegation visited Buenos Aires, Argentina, from 30 October to 2 November 2018. The delegation participated in the first-ever “Parliamentary Forum in the context of the G-20 Leaders' Summit” (31 October - 1 November), organised jointly by the Argentine Congress and the Inter-Parliamentary Union (IPU).
In addition, the delegation held meetings with representatives of the Argentine government, including Vice-President Gabriela Michetti and the Argentinian chief negotiator for the EU-Mercosur Association Agreement, Horacio Reyser, Members of both Houses of the Argentine Congress, as well as with civil society and business associations.

This analysis looks into the complex relationship between two trends in international governance: an increase in multilateral arrangements between countries in order to govern internationally on the one hand, and a lack of democratic control over the decisions taken by multilateral organisations or conferences on the other. Multilateralism in the modern sense refers to an international mode of operation involving peaceful negotiations and diplomacy, also referred to as a ‘rules-based international order’ or ‘rules-based multilateralism’. Several European countries have recently launched initiatives in support of multilateralism, in reaction to the increasingly unilateral behaviour of states undermining the existing rules-based international order. Apart from the European Union, no other multilateral organisation has a parliamentary body with the competence to block or amend its decisions, which indicates that there is a democratic deficit in these multilateral organisations. An initial response to such a democratic deficit is the involvement of national parliaments in international decision-making. This is known as ‘parliamentary diplomacy’. Secondly, the involvement of civil society in international decision-making through protests, petitions, consultations or participation can also enhance democracy. Thirdly, the organisation of national referenda on international decisions can be used by national governments or citizens’ initiatives to increase democratic legitimacy. Fourthly, a lack of democracy at international level can also be countered by creating an ‘alliance of democracies’, aimed at multilateral cooperation between democratic countries rather than the democratisation of multilateral organisations. These are mostly alliances of Western countries, which risks emphasising the differences between West and East or North and South. Three short case studies of parliamentary diplomacy with the strong involvement of the European Parliament (the Parliamentary Conference on the World Trade Organization (WTO), delegations to the Conferences of Parties of climate change agreements and the NATO Parliamentary Assembly) show that enhancing multilateral democracy is not the only aim of parliamentary diplomacy and that each case reveals a different mix between the ‘parliamentary’ aspect of democratisation and the ‘diplomacy’ aspects of information exchange or influencing.
